BSNL Surges Past Airtel in New Mobile Subscribers as Jio Continues to Dominate in August 2025: TRAI Report

State-run BSNL outpaced Airtel by adding 1.38 million new mobile subscribers in August 2025, bolstered by its nationwide 4G rollout, as Reliance Jio continued leading India’s telecom market, as per the latest data revealed by the Telecom Regulatory Authority of India (TRAI).

India’s largest service provider, Reliance Jio led the market, adding approximately 1.95 million new wireless subscribers, taking its total to nearly 479.5 million. Bharti Airtel posted steady growth, adding around 496,000 new users and ending August with 392 million subscribers. Vodafone Idea, meanwhile, continued to struggle, shedding about 309,000 subscribers, as it faces ongoing financial stress and limited 5G presence.

In a surprising development, state-run BSNL added 1.38 million new mobile subscribers in August 2025. This surge is driven by its rapid nationwide expansion of an indigenously developed 4G network, currently covering over 97,500 towers and reaching 26,700 villages, many in rural and remote areas where BSNL remains the sole connectivity provider. The government’s push for digital inclusion and plans to upgrade these 4G towers to 5G within the next six to eight months further reinforce BSNL’s position.

According to TRAI, the country’s total telephone subscriber base reached 1.2245 billion by the end of August, compared to 1.22 billion in July. This growth was primarily driven by a net addition of 3.52 million mobile subscribers, as both public and private operators stepped up their network expansion and 4G/5G rollouts.

Wireless subscriber growth remained positive in both urban and rural segments. Active mobile subscribers reached 1.086 billion (93% of the total wireless base). On the other hand, broadband subscribers crossed 989.6 million. Jio retained a commanding lead in the broadband segment with over 500 million users (including both mobile and fixed-line), followed by Airtel (309 million), Vodafone Idea (127 million), and BSNL (34 million).

A key technical shift this month was TRAI’s introduction of separate reporting for Fixed Wireless Access (FWA) via 5G and Unlicensed Band Radio (UBR) technologies, reflecting the sector’s pivot toward wireless broadband. Notably, 5G FWA subscribers grew from 8.4 million in July to 8.9 million in August, while UBR FWA reached 2.1 million.

The sustained growth in subscriptions, together with rising adoption of wireless broadband, underscores the strengthening digital foundation of the Indian economy, as operators focus on rural reach, 5G monetization, and a new wave of AI-powered network services.

With subscriber additions, FWA adoption, and ongoing 5G and AI-powered network upgrades, TRAI’s latest figures affirm India’s emergence as a digital powerhouse, even as competitive and rural growth opportunities remain ripe for the taking.
